One potential added measure of transparency for legislation would be if the American public were allowed 72 hours to read bill before Congress voted on them. The 1100 Stimulus Bill is a perfect case in point. Had we been able to read it, the provision allowing exorbitant executive bonuses probably would have been noticed – and we could have done something about it before the fact, not after.
